7月26日,国家电网有限公司建设的第4条挑战生存极限的高海拔电网工程——阿里与藏中电网联网工程全线贯通。阿里地区是我国最后一个接入大电网的地级行政区,工程投运后,将惠及38万名农牧民,彻底解决阿里电网孤网运行与阿里地区长期缺电的问题。
On July 26, the Interconnection Project between Ngari Prefecture and Central Tibet Power Grid, which was the fourth Power Grid Project in high altitude area that challenged the limit of survival, was fully operational. Ngari Prefecture was the last administrative region at the prefecture level connected to large power grid in China. After the project is put into operation, it will benefit 380,000 farmers and herdsmen, and completely solve the problems of isolated power grid operation and long-term power shortage in Ngari Prefecture.
由于历史、地理等原因,西藏电网发展相对滞后。但截至2018年底,唯独阿里地区电网是孤网运行,电网规模小、安全水平低、供电质量不高,加之阿里地区气候能源资源极其匮乏,现有电网覆盖范围及供电能力无法保障经济社会发展和国防安全能源供应需要。为了提高阿里电网的供电保障能力,2019年9月17日,阿里联网工程开工。今年7月26日,阿里联网工程全线贯通。预计今年年底,将建成投运。
Due to the historical and geographical reasons, the development of power grid in Tibet is relatively lagging behind. However, by the end of 2018, only the power grid in Ngari Prefecture was in isolated operation, which is characterized by small scale of power grid, low security level, and low power supply quality. In addition, the climate and energy resources in Ngari Prefecture are extremely scarce. The existing power grid coverage and power supply capacity cannot guarantee the demands for economic and social development and the supply needs of national defense security. In order to enhance the power supply capacity of Ngari Power Grid, the Interconnection Project in Ngari was fully operational on September 17, 2019, and it is expected to be completed and put into operation by the end of this year.
阿里联网工程是迄今为止世界海拔最高、运距最远的超高压输变电工程,塔位平均海拔4572米,最高海拔5357米,最长运距超过5400千米。它是世界上最具建设挑战性的电网工程,3次跨越雅鲁藏布江,翻越海拔5300米以上的孔唐拉姆山、马攸木拉山,沿线气候恶劣、含氧量仅为内地50%至60%,平均气温0℃至5℃、昼夜温差达25℃以上,年有效工期仅有8个月。
The Interconnection Project in Ngari is the ultra-high voltage power transmission and transformation project in the world’s highest altitude with the longest transport distance. The average altitude of the tower is 4,572 meters, the highest altitude is 5,357 meters, and the longest transport distance exceeds 5,400 kilometers. It is the most challenging power grid project in the world, which has crossed the Yarlung Zangbo River three times, and climbs over Kongtang Lamu Mountain and Mayou Mula Mountain at altitude above 5,300 meters. The climate along the line is harsh, the oxygen content is only 50% to 60% than that of the inland, the average temperature is 0℃ to 5℃, the temperature difference between day and night is above 25℃, and the annual effective period for the construction is only 8 months.
对此,工程进行了多项创新尝试。设计创新上,顺应5G等移动通信技术发展潮流,推行“共享铁塔”“共享光缆”建设理念,在沿线铁塔上预留通信装置和光缆芯资源等安装接口,实现资源共享。科技创新上,首次开展国内基于运行经验的超高海拔架空输电线路外绝缘配置值研究;开发具有针对性的小型化、模块化新型施工机具,是全国机械化施工率最高的大型超高压工程。
In this regard, a number of innovative attempts have been made in this project. In the aspect of design innovation, the construction concepts of “shared tower” and “shared optical cable” have been promoted in line with the development trend of mobile communications technology such as 5G. The communication devices and cable core resources and other installation interfaces have been reserved on the tower along the line to achieve resource sharing. In the aspect of scientific and technological innovation, it is the first time to study the external insulation configuration value of ultra-high altitude overhead transmission lines based on the operation experience in China. The targeted miniaturized and modularized new construction machines and tools are developed, which is a large-scale ultra-high pressure project with the highest mechanized construction rate in China.
据了解,阿里联网工程建设期间,共吸纳当地2678名农牧民就业,采购当地砂石料等8400多万元。阿里地区普兰县平均海拔4600多米,主要产业是文化旅游业和畜牧业,随着产业发展,用电需求逐年增加。然而,普兰县电力供应目前主要依靠小水电站和小型光伏电站。原有供电能力已难以满足当地居民的生活用电需求,以至于到了冬季枯水季节,不得不实施各区域轮流限电措施。阿里联网工程建成后,将大大提高阿里电网的供电可靠性,彻底解决长期以来的缺电问题,使供电水平实现质的飞跃。
It is understood that during the construction period of the Interconnection Project in Ngari, the employment problems of 2,678 local farmers and herdsmen in total have been resolved, and local sand and gravel materials worthy of RMB 84 million had been purchased. The average altitude of Purang County in Ngari Prefecture is more than 4,600 meters. Cultural tourism and animal husbandry are the main industries. With the development of industry, the demand for electricity is increasing year by year. However, the current power supply in Purang County mainly depends on small hydropower stations and small photovoltaic power stations.The original power supply capacity has been unable to meet the electricity demand of the local residents. As a result, in the dry season of winter, alternate power restrictions have to be implemented in various regions. After the completion of the Interconnection Project in Ngari, it will greatly improve the power supply reliability of the power grid in Ngari, thorough solve the long-standing problem of power shortage, and achieve a qualitative leap in power supply level.
