1. 证明投标人合格和资格的文件 Documents Establishing the Bidder’s Eligibility and Qualifications
1.1 投标人应提交证明其有资格参加投标和中标后有能力履行合同的文件，并作为其投标文件的一部分。如果投标人为联合体，应提交联合体各方的资格证明文件、共同投标协议并注明主办人及各方拟承担的工作和责任。否则，将导致其投标被拒绝。
The Bidder shall provide documents establishing the Bidder’s eligibility to bid and its qualifications to perform the contract if its bid is accepted, and set them as part of its bidding documents. If the Bidder is a Joint Venture, each member of the Joint Venture shall submit respectively the qualification documents, together with the Joint Venture Agreement in which the leading member of the Joint Venture and respective work scope and responsibility shall be clearly indicated. Otherwise, its bid will be rejected.
1.2 投标人提交的资格证明文件应证明其来自第2.2条款定义的合格来源国／地区。
The qualification documents submitted by the Bidder shall establish that the Bidder is from an eligible country/area as defined under Clause 2.2.
1.3 投标人提交的证明其中标后能履行合同的资格证明文件应包括下列文件：
The qualification documents proving that the Bidder can perform the contract if its bid is accepted shall include the following:
1) 如果投标人按照合同提供的货物不是投标人自己制造的，投标人应得到货物制造商同意其在本次投标中提供该货物的正式授权书(见格式Ⅳ-9-4)；
If the goods supplied by the Bidder in accordance with the contract are not manufactured by the bidder itself, the Bidder shall be duly authorized by the manufacturer of the goods to supply the goods in this bidding project (see Format IV-9-4);
2) 证明投标人已具备履行合同所需的财务、技术和生产能力的文件；
The documents proving that the bidder has the financial, technical and production capability necessary to perform the contract;
3) 证明投标人满足投标资料表中列出的业绩要求的文件；
The documents proving that the bidder meets the performance requirements listed in the Bid Data Sheet;
4) 投标人开户银行在开标日前三个月内开具的资信证明原件或该原件的复印件；
The bank reference letter in original or its copy issued by the opening bank of the Bidder within three months prior to the time of bid opening;
5) 招标文件中要求的其它资格证明文件。

2. 证明货物的合格性和符合招标文件规定的文件 Documents establishing goods’ eligibility and conformity to the bidding documents
2.1 投标人应提交证明文件，证明其拟供的合同项下的货物和服务的合格性符合招标文件规定。该证明文件作为投标文件的一部分。
The Bidder shall submit the documentary evidence establishing the eligibility and conformity to the bidding documents of all goods and services which the Bidder proposes to supply under the contract. Such documentary evidence shall act as part of the bidding documents.
2.2 货物和服务合格性的证明文件应包括投标分项报价表中对货物和服务原产地的说明，并由装运货物时出具的原产地证书证实。
The documentary evidence of the eligibility of the goods and services shall consist of a statement in the Bid Schedule of Prices of the country of origin of the goods and services offered which shall be confirmed by a certificate of origin issued at the time of shipment.
2.3 证明货物和服务与招标文件的要求相一致的文件，可以是文字资料、图纸和数据，它包括：
The documentary evidence of conformity of the goods and services to the bidding documents may be in the form of literature, drawings and data, and shall consist of:
1) 货物主要技术指标和性能的详细说明；
A detailed description of the main technical and performance characteristics of the goods; and
2) 货物从招标人验收后开始使用至投标资料表中规定的周期内正常、连续地使用所必须的备件和专用工具清单，包括备件和专用工具的货源及现行价格；
A list of spare parts and special tools necessary for the normal and continuous use of the goods within the period from the commencement of use of the goods by the Tenderee after its acceptance to the period specified in the Bid Data Sheet, including the available sources and current prices of the spare parts and special tools;
